The largest single congress hall in Istanbul seats 3,555 people, the largest hotel ballroom takes about 3,200 guests, and the exhibition ceiling is roughly 98,000 square meters of leasable hall space. This table puts the published figures side by side, each linked to the operator page or reference it came from.

Capacities are theater-style or operator-stated maximums; banquet and classroom layouts reduce them substantially. Where a hall divides, the figure is for the undivided room.
Where published numbers disagree
Venue capacity figures in third-party directories drift. Two known discrepancies are worth flagging. First, the ICC's main auditorium appears as 3,700 seats in some booking directories, while the operator's own hall page states 3,555; we use the operator figure. Second, older references describe Lutfi Kirdar's Anadolu Auditorium as a 2,000-seat hall, including Wikipedia, but the current icec.org specification lists 1,900 seats across its balconies and parterres. When a guarantee matters, confirm the current figure in writing during the booking process.
How to read the table for planning
Theater capacity is the ceiling, not the plan. For a congress with catering and an exhibition, a practical rule is to divide stated theater capacity by about 1.2 for realistic plenary seating once camera platforms, interpretation booths and stage depth take their share, and to budget separate hall space for posters and catering rather than corridors. Set design and AV infrastructure eat floor area first; delegate comfort goes second; seats go last.
If your plenary exceeds 3,555 seats, Istanbul still works with an overflow-hall design: main hall plus a relay room with a live feed, a format the Harbiye venues host regularly.
